I think he might be exaggerating a bit.
But according to this interview from MTV,

he claims that the current script is great, and that the studio wants to make it, its that its going to cost HALF A BILLION DOLLARS..though if you speak Keanu, like I do, the sound of exaggeration is present. I doubt that the film is going to cost a half billion dollars, as the MATRIX, another huge budget film, didn’t cost that much. Nor did other epics like PIRATES OF THE CARIBBEAN or HARRY POTTER, ect.
Probably, the script is more than the studio is WILLING to pay for. Which is a shame.
If you’re not failure with the anime, its takes place about a hundred years in the future, as colonization of the local planets has become reality. Earth sucks due to half the moon exploding in a freak accident, causing the surface to be bombarded by chunks of moon rock every day. Mars is the new home planet, but only if you’re rich. There are other colonies and moons occupied. With all of this room, keeping the law in check is hard to do for the local police. So bounty hunting is put back into the order, and men and women make a good living bringing in dirt bags for some change. The story is of two such bounty hunters, SPIKE SPIGEL and JET BLACK, along with 12 year old computer hacking wiz kid EDWARD (a girl) and hanger on and all around sexpot FEY VALENTINE. They hunt down criminals and get caught up in all sorts of random shit.
While the series is grand in look, its small in story. That’s the beauty of it too!
Personally, I feel that this film could easily be done under $70 million, and be done properly.
Keanu is set to play SPIKE. That right here has set off a good amount of anger in the anime community as, well, a lot of people don’t like Keanu Reeves. Me, I think he’s a good fit for the role of quiet smart ass bounty hunter.
